lobid.org?
The akronym lobid stands for linking & opening bibliographic data and lobid.org is intended to do just that: supporting the process of creating Linked Open Bibliographic Data out of existing library and other associated data.
The intent behind registering lobid.org was to have a namespace for minting URIs for diverse things in the library world. We saw the need for a namespace which isn’t tightly linked to one organisation and thus it should invite organizations from all over the world to reuse these identifiers or even mint new ones.
